v1.6.2 installed `cargo-makepad` from upstream makepad/makepad@dev and pinned `robius-packaging-commands` to 0.3.2, so the Linux, Windows and Android release jobs silently built with tools that didn't match what we depend on. v1.7.0 installs `cargo-makepad` from the makepad rev our own `Cargo.lock` pins and installs the latest `robius-packaging-commands`, which is 0.3.3.

gets our updates to robius-packaging-commands to avoid including mobile-only resource files in the packaged release app bundles for desktop platforms.
