Recognize ElevenLabs payment_issue responses as failed subscription invoices and tell the site owner to complete the invoice. The provider can return this condition as HTTP 401 even when credits remain. Keep it terminal with the existing five-minute cooldown.
Validation: provider error regression tests passed, including a payment_issue case.
