Summary

The old-lockfile job on windows-latest failed in https://github.com/prefix-dev/setup-pixi/actions/runs/38561664963/job/115843977894 because choco install yq got a 503 from the Chocolatey feed, so yq was never installed and the lockfile assertion step failed.

Since pixi is already set up at that point, this replaces the Chocolatey install with pixi exec --spec go-yq yq on all platforms and pins the step to shell: bash.

choco install yq fails intermittently with 503 from the chocolatey feed,
which then makes the lockfile assertion fail on windows.
