Unsupported refutations can leave reviews blocked before independent scoring checks the affected findings. Eligible fresh candidates recover only when complete validated scoring covers each candidate; disabled, failed or incomplete scoring preserves the original findings and resolution ledger with an invalid-output blocker. Baseline, repository-evidence and lockfile safeguards remain strict.
