Large hosted reviews can omit source batches because admission treats the request timeout ceiling as a minimum allocation for every batch wave. Divide the remaining generation budget across the selected waves so affordable source evidence is reviewed within the existing deadline, call, and spending limits. Regression coverage verifies complete fourteen-batch reviews and rejects schedules that cannot fit a bounded attempt.
