Backported from the team-sites-deletions-intervals branch: - Renames the team_deletion_schedules :deleted status to :completed (clearer name for "this team's sites were actually deleted"). - Adds terminal_statuses/0 and active_statuses/0, so the eligibility scanner and reactivation-cancellation logic can derive which statuses are still "in flight" from the schema instead of hardcoding their own copy of that list.
