Closed: the runner image stays ubuntu-24.04 while the clock and feed measurements run on it (DOM-001, DOM-011 and DOM-012, until 2026-11-04). DOM-003 decides the clock from those runs; the image moves after that, in one change with check-workflows' runner rule. |

The operator answered three questions on 2026-10-29, recorded in TODO/RULES.md section 5: - 20: the agent decides common-sense matters itself. Under it, Renovate's pull requests #4 (wrangler) and #5 (the runner image) are closed with their reasons, and #1 to #3 go in after wave 4. - 21: a force-push with the admin bypass is allowed when the operator asks or the need arises. AGENTS.md absolute 17 and docs/conventions/git.md say so. History is not rewritten now: a rewrite would change every SHA the record and the GHCR annotations cite, and TODO/PROGRESS.md says why. - 22: the root names every PSL hash in use, psl and psl_live (DOM-020). scripts/scan-secrets.mjs and the redaction list of packages/core refuse a Cloudflare account name as wrangler prints it, since it carries the workers.dev subdomain. DOM-020's ruling 18 Decision now says queue: max, as its Approach does. Gate: npm run gate exits 0, 1,172 tests, 1,169 pass.
