Add GitHub Actions CI on the 0.10.x line, matching the sibling php-io-extensions repos (qt, fb, gtk, posi, sdl3, ftdi, glfw, epoll, pcurl, and box2d PR #1).

Changes

  1. .github/workflows/ci.yml — build and load the extension across the supported matrix.
  2. README.md — CI status badge only. No other README edits.

No source, build, or test files are touched. Rasterize has no system library (config.m4, .okf/runbooks/build.md), so the workflow does not install extra packages.

Matrix

Same shape as the Linux+macOS siblings (closest analogue is fb):

Axis Values Why
OS ubuntu-24.04, macos-15 composer.json os-families: linux, darwin. ubuntu-24.04 is x86_64 Linux; macos-15 is arm64 Darwin.
PHP 8.4, 8.5 require.php is >=8.4; siblings test 8.4 and 8.5.
Thread safety nts, zts Documented and declared (support-nts / support-zts).

8 jobs, fail-fast: false. Steps: checkout, shivammathur/setup-php@v2, phpize / ./configure --enable-rasterize / make, then load rasterize.so and php --ri rasterize.

Raspberry Pi (arm64 Linux) is a documented install target but is not in the sibling matrices, so it is not added here.

Add a GitHub Actions workflow that builds and loads the extension across
Ubuntu and macOS for PHP 8.4/8.5 in both NTS and ZTS modes. The extension
has no system library. Also add a CI status badge to the README.
