(0.10.x) - Add GitHub Actions CI workflow - #1

Set up a GitHub Actions matrix to build and load the extension on Ubuntu and macOS across PHP 8.4/8.5 in both NTS and ZTS modes. Box2D 3.1.1 is vendored and compiled into the module, so no system library install is needed. Also add a CI status badge to the README. Co-authored-by: Angel Gonzalez <usftechacg@gmail.com>

Add GitHub Actions CI on the 0.10.x line, matching the sibling php-io-extensions repos (qt, sdl3, glfw, gtk, ftdi, posi, pcurl, fb, epoll).
