Publish.ps1: only match a real Nerdbank.GitVersioning package reference

Publish.ps1 picks the first tracked csproj whose text matches Nerdbank.GitVersioning. The Demo project mentions it in a comment, sorts first, and has no GetBuildVersion target, so the script stops with MSB4057 before tagging anything.

This changes the match to the PackageReference element. Checked locally: it now selects PanoramicData.Blazor.Web.csproj, and the GetBuildVersion call returns a version (10.0.364 on main).

Nothing else in the script changes.
