This is a follow-up to PR #621, which was closed earlier because I was dealing with health issues and wasn't able to continue working on it at the time.
I'm reopening the change now so it can be reviewed and merged.
What changed
Removed the obsolete setuptools_scm_git_archive dependency.
Updated setuptools_scm[toml] to require version 7.0.0 or newer.
setuptools_scm 7.0.0 and later provide the Git archive support directly, so the separate setuptools_scm_git_archive plugin is no longer needed.
The change is intentionally limited to py/pyproject.toml and follows the discussion from the original PR.
