Adds a metadata-only pull_request_target dispatcher for automated independent review. Eligibility is limited to PRs authored by and sourced from oshaughnessy-junior, targeting rift_O4c, master, or rift_O4d. The workflow never checks out, fetches, downloads, or executes PR-controlled content and requests only OIDC permission.\n\nDo not mark ready or merge yet. Activation requires the upstream-specific GitHub environment, exact Tailscale WIF credential and ACL canary, separate coordinator ledger/endpoint with authoritative author/base policy, and repository-only installation of the reviewer GitHub App. Approval and automatic merge remain disabled.\n\nThe current eligible queue is #153, #163, #164, and #165.
