Trim infrastructure team membership to minmzzhang

Summary

Removes omer-vishlitzky, omerough, carbonin, and adriengentil from team-members/infrastructure.csv, leaving minmzzhang as the sole member.

Do not edit this file to re-add members without checking with @eliorerz first. (Not written into the CSV itself — it's parsed with Terraform's csvdecode(), which requires every row to match the header's column count, so a comment row would break the apply workflow for every team.)

Test plan

• Confirm this is the intended final membership before merging — this revokes org team access for 4 people.
