Summary

Release commit for runtime spec 20. It bumps the node and runtime crates so the v0.6.0 tag matches template/node/Cargo.toml, which release.yml requires, and dates spec 20 in RUNTIME_VERSIONS.md.

What spec 20 ships

• Signatures:
  • ed25519 accounts sign a readable transaction text (0x03 Ed25519Text, 0x04 Ed25519WrappedText), which the runtime verifies over the whole payload
  • raw 0x00 never verifies
  • small-order ed25519 keys, the sr25519 identity key and non-canonical ECDSA are refused (feat(runtime)!: ed25519 accounts sign the transaction text (0x03/0x04) and raw 0x00 never verifies; refuse small-order ed25519 keys, the sr25519 identity key and non-canonical ECDSA (spec 20) #174, Feat/ed25519 text summary #179)
• EVM:
  • the Balances precompile refuses delegated, static and value calls and charges dispatch weight (fix(precompile-balances)!: refuse delegated, static and value calls; charge the dispatch weight up front and revert with a reason (0.2.0) #170)
