✨ Apply a ClusterObjectDeployment instead of managing ClusterObjectSets - #3058
Switches the operator-controller ClusterExtension applier to render and apply
a single ClusterObjectDeployment (COD) instead of directly creating and
managing ClusterObjectSet (COS) revisions. The COD controller owns revision
lifecycle (creation, rollout progress, archival, and history pruning), so the
operator-controller only has to render and apply one top-level object per
extension. This is the "use COD" step of delegating revision management to ClusterObjectDeployment.
All changes are experimental-only (ClusterObjectDeployment is an experimental
API); standard manifests are unaffected.
Changes
Render + apply a COD: generate a packed ClusterObjectDeployment from
bundle content and apply it, replacing direct ClusterObjectSet management.
Packed content: revision-independent packed Secret names, and propagation
of bundle annotations (including olm.properties) from the COD through its template.metadata to each revision.
Owner labels: set revision owner labels via the COD template metadata.
Applyconfiguration builder for ClusterObjectDeployment.
RBAC: grant operator-controller the permissions it needs for ClusterObjectDeployment.
Skip redundant preflights when content is unchanged: fingerprint the
rendered content (content-addressed packed Secret names) into a content-hash
annotation on the COD's top-level metadata, and short-circuit the CRD-safety
preflights when the rendered content matches what is already applied — so they
do not re-run on every steady-state reconcile.
Tests: align the install/uninstall e2e suites with the ClusterExtension → COD → ClusterObjectSet ownership model (install asserts .status.install.bundle and the rolled-up CE/COD Available/Progressing
conditions); remove the now-obsolete applier revision-bounds test (revision
management moved to the COD controller); unit/mock updates.

Walkthrough
Boxcutter now generates and applies ClusterObjectDeployment resources with content stored in referenced Secrets. It skips preflights when the content hash matches and checks for an existing deployment when catalog content is unavailable. E2E scenarios cover deployment, object set, and Secret ownership.
The revision generator builds deployments from rendered bundle content. It packs phase objects into owner-prefixed Secrets, adds Secret references to deployment phases, and propagates bundle annotations.
Boxcutter apply and preflight handling internal/operator-controller/applier/boxcutter.go, internal/operator-controller/applier/boxcutter_test.go, internal/operator-controller/applier/boxcutter_revision_bounds_test.go, internal/testutil/mock/applier/mock_applier.go, internal/testutil/mock/generate.go
Boxcutter creates referenced Secrets and applies the deployment. It fingerprints sorted Secret names and skips preflights when content is unchanged. When content is unavailable, it checks for an existing deployment. The generator interface and mocks are updated. The direct COS revision application flow and its revision-bound tests are removed.
RBAC grants access to deployments, object sets, and Secrets. E2E scenarios check deployment ownership of object sets and extension ownership of deployments and content Secrets.
Deployment reconciliation can miss existing ClusterObjectDeployments and rerun preflights, so this should be resolved before merging.

Add ClusterObjectDeployment to the manager cache ByObject map.
The manager uses DefaultLabelSelector: k8slabels.Nothing(). The BoxcutterRuntime block exempts only ClusterObjectSet, but Boxcutter reads ClusterObjectDeployment through c.mgr.GetClient().
Without a COD cache entry, these reads can return NotFound for existing CODs. This causes catalog-unavailable reconciles to report catalog content unavailable and no deployment installed. It also prevents the content-hash comparison from reaching StateUnchanged, so CRD-safety preflights run on every reconcile.

Do not use metadata.generation as the fake-client no-op assertion.
The controller-runtime v0.25.1 fake client does not reliably manage Generation or ResourceVersion, so equal generations can produce a false positive. Compare the rendered Spec and Annotations between the two reads instead.

Hash the complete COD template for the unchanged decision.
Reordering phases, objects, or probes can preserve the sorted Secret-name set while changing COD template identity. Boxcutter then marks the deployment StateUnchanged and skips enabled CRD-safety preflights. The COD controller still detects the changed template and creates a new revision.
Suggested fix
- secretNames := make([]string, len(secrets))- for i := range secrets {- secretNames[i] = secrets[i].Name- }- sort.Strings(secretNames)- contentHash := hashutil.DeepHashObject(secretNames)+ contentHash := hashutil.DeepHashObject(cod.Spec.Template)
Remove the now-unused sort import.

We may want to read and watch the COD's rollout status when switching the applier over. Since #3055, COD-created revisions no longer receive progressDeadlineMinutes; the deadline is reported on the COD instead. The CE still derives Progressing only from COS Ready, so a rollout that exceeds its deadline leaves the CE at Progressing=True/RollingOut even when the COD reports ProgressDeadlineExceeded.
The reason will be displayed to describe this comment to others. Learn more.
Good catch, and this is now handled on the branch (same gap @fao89 flagged on boxcutter.go). The ClusterExtension no longer derives Progressing from COS Ready — it watches and reads the ClusterObjectDeployment instead:
The CE controller now Owns(&ocv1.ClusterObjectDeployment{}), so COD status changes trigger a reconcile.
clusterobjectdeployment_status.go maps the COD's rolled-up conditions onto the CE. In particular progressingConditionFromClusterObjectDeployment maps the COD's ProgressDeadlineExceeded reason onto the CE as Progressing=False/ProgressDeadlineExceeded — exactly the case you described, where the per-revision deadline moved onto the COD in 🐛 OPRUN-4791: Enforce revision-level progression deadlines in COD #3055.
So a rollout that exceeds its deadline now surfaces Progressing=False/ProgressDeadlineExceeded on the ClusterExtension rather than sitting at Progressing=True/RollingOut. Collision/precondition reasons (RevisionObjectCollision, RevisionPreconditionsNotMet) are likewise propagated as Retrying, and a completed rollout maps to Progressing=True/Succeeded.
The reason will be displayed to describe this comment to others. Learn more.
We should update the remaining ownership assertions in group.feature:224 and update.feature:284 to use the new COD step too. They still require the CE to be the direct controller owner of the COS revisions, so both assertions time out with the new ownership chain.
These were the last two CE→COS ownership assertions; install.feature/uninstall.feature already use the COD step, and a grep confirms no ClusterExtension "..." owns N ClusterObjectSets remain in the experimental features.
The reason will be displayed to describe this comment to others. Learn more.
[P1] Propagate COD deadline failures into ClusterExtension status
Switching the applier to COD also needs the CE status reader and watch to follow COD rollout conditions. Since #3055, COD-created revisions no longer receive spec.progressDeadlineMinutes: COD reports Progressing=False/ProgressDeadlineExceeded, while COS retains its readiness failure. BoxcutterRevisionStatesGetter and SetupWithManagerForBoxcutter still read/watch only COS, so the CE keeps reporting Progressing=True/RollingOut after its configured deadline.
The experimental CI artifact reproduces this for ce-792 and ce-804: their CODs report ProgressDeadlineExceeded, but their CEs remain RollingOut. Please watch COD updates and incorporate its rollout conditions when setting CE progress status. The timeout E2E assertions also need to follow the COD-owned deadline.
The reason will be displayed to describe this comment to others. Learn more.
Addressed in adfd5c8 (pushed after this comment) — the ClusterExtension now reads and watches the ClusterObjectDeployment instead of the ClusterObjectSets:
Watch: SetupWithManagerForBoxcutter now Owns(&ClusterObjectDeployment{}) (replacing the COS watch + clusterExtensionRequestsForClusterObjectSet mapper) so the CE re-reconciles on COD status changes.
Status mapping (new ReflectClusterObjectDeploymentStatus step + clusterobjectdeployment_status.go): CE Available/Progressing are derived from the COD's conditions. The reason mapping is explicit and status is recomputed per reason (the COD reports a completed rollout as Progressing=False, the CE as True/Succeeded):
ProgressDeadlineExceeded → CE Progressing=False/ProgressDeadlineExceeded
RevisionObjectCollision/RevisionPreconditionsNotMet → CE Progressing=True/Retrying
NewClusterObjectSetProgressed → CE Progressing=True/Succeeded
(Revision)InvalidSpecification → CE Progressing=False/Blocked
.status.install.bundle is sourced from the COD template and promoted only on rollout completion (ObservedGeneration-guarded), so an in-progress upgrade keeps reporting the prior bundle.
BoxcutterRevisionStatesGetter is no longer used for CE status (it only feeds ResolveBundle's resolution gate now).
E2E: the timeout scenarios now assert the COD-owned deadline (ClusterObjectDeployment ... reports Progressing as False with Reason ProgressDeadlineExceeded), since COD-created COSes no longer carry progressDeadlineMinutes.
This depends on the COD blocking-reason work in #3071 (collision/preconditions on the COD's Progressing), which is why the PR is held. Validated on a clean experimental cluster: install 16/16 (incl. both deadline scenarios), update 9/9 (incl. the collision/Retrying scenario), group 6/6.

Do we record the content hash on the COD in order to avoid a no-op Apply call?
I wonder if we shouldn't just use semantic.DeepEqual or a hash of the entire COD object to compare the desired COD to the existing COD. Content isn't the only thing that can change.
The reason will be displayed to describe this comment to others. Learn more.
Ah, looking further it seems we look at content specifically to decide whether to run the preflights, which I think makes sense. The preflight input is the plain objects, so there's no need to run preflights over the same object set more than once.
Something still feels a little off here to me, but maybe that's a broader discussion about the preflights in general.
The reason will be displayed to describe this comment to others. Learn more.
Done — the Install-vs-Upgrade decision now keys off whether the ClusterObjectDeployment already exists (a direct, controller-owned signal) instead of reading ext.Status.Install:
No more reading our own (possibly stale/externally-modified) status. The COD Get was already being done for the content-hash short-circuit, so this adds no extra call.
The reason will be displayed to describe this comment to others. Learn more.
Good idea for the future, but I think it's YAGNI today: the only preflight is crdupgradesafety, whose Install and Upgrade both just call the same runPreflight (crdupgradesafety.go:55-61), so Install vs Upgrade has no behavioral effect at the moment — and "does the COD have a status that suggests it is installed?" would reintroduce reading a status that's transitional (COD exists but its first revision is still rolling out = install-in-progress), which we'd then have to reason about carefully.
I'd suggest deferring until Install and Upgrade preflights actually diverge, at which point "exists-and-installed" (e.g. COD Available=True) becomes the meaningful signal. Happy to drop a TODO at the state determination capturing that — want me to add it, or leave it to the broader preflight-layer cleanup you and @grokspawn mentioned?
The reason will be displayed to describe this comment to others. Learn more.
This goes back to me "hmm, preflights seem off somehow" comment as well. Seems like we could/should remove the install vs upgrade distinction. install is just an edge case of upgrade where none of the objects pre-exist. And upgrade may have to deal with some of the objects not existing yet anyway.
TL;DR: Preflight's interface should probably just be something like Run(context.Context, client.Client, []client.Object), and then at this level, we'd just call Run on all the preflights with all the newObjects unconditionally. Let the preflight implementation sort out what they want to do.
The reason will be displayed to describe this comment to others. Learn more.
I'm guessing this is pre-existing, so more of a callout (and maybe request for a TODO comment):
This feels too "registry+v1"-ism for a function that generically generates a COD from a bundleFS. I'm wondering if getBundleAnnotations should conceptually be getCODAnnotationsFromBundle and have an interface somewhere that each bundle format could implement to provide whatever subset or translation makes sense.
The reason will be displayed to describe this comment to others. Learn more.
Agreed, and yes it's pre-existing. There was already a note about the future bundle interface; I turned it into a proper TODO on getBundleAnnotations (provider.go) capturing your framing — annotation extraction should move behind a bundle-format interface, each format providing the subset/translation that makes sense for the COD (conceptually getCODAnnotationsFromBundle), rather than reaching into the registry+v1 CSV. Left it as a TODO here since it's broader than this PR.
The reason will be displayed to describe this comment to others. Learn more.
I went back and forth on this. The asymmetry is deliberate: Pack is stateful — it needs OwnerName/SystemNamespace to name and own the Secrets — whereas unpacking is stateless: the packed format is self-describing (gzip magic bytes + JSON), so reversing it needs none of the SecretPacker fields. The only caller (runPreflights in boxcutter.go) also has no SecretPacker in scope — the packing happens earlier in the generator — so making this a method would force callers to construct an empty SecretPacker{} just to call a method that ignores its receiver.
That's why I left it as a standalone function with a doc comment calling out that it's the inverse of SecretPacker.Pack. If you'd still prefer the symmetry, I'm happy to make it (*SecretPacker) Unpack (and have the caller hold a packer) — just let me know.
The reason will be displayed to describe this comment to others. Learn more.
My original thinking was that if the caller has access to a general ObjectPacker interface which has both Pack and Unpack methods, callers wouldn't have any idea what the implementation is, and wouldn't care.
I realize that the packing implementation necessarily needs to be public because we are asking COD/COS users to create the packing. However, we are talking about moving from a SecretPacker to a ClusterObjectSlicePacker. If we do that prior to GA, we can just replace the implementation. But if we do something like that after GA, we'd have to carve out a space in the API to have a way to essentially select the pack/unpack implementation.
Either way though, hiding the implementation details behind Pack and Unpack of a single struct would still be useful I think. For the OwnerName/SystemNamespace input needs, those could be fields on the SecretPacker struct, not parameters of the Pack method. A ClusterObjectSlicePacker implementation clearly wouldn't need a SystemNamespace for its input.
I think what we have now is also fine for now. I would imagine that we'll end up making this a nicer abstraction and putting this in library-olm since any user of COD/COS will at a minimum need the Pack side of the implementation. I imagine other tools will pop up that use the Unpack side of the implementation to help users see a materialized view of their COSs without having to do the painstaking unpacking themselves.
