Summary

Rename CI configuration to target rhel-9.8-latest branch instead of rhel-9.8 to fix test skipping due to kernel version mismatch.

Problem

Current periodic jobs run against the rhel-9.8 branch but tests are being skipped:

✅ Jobs pass (11 minute duration)
❌ 123 tests skipped due to kernel version mismatch
Actual kernel: 5.14.0-687.42.1.el9_8.aarch64
Expected kernels: 5.14.0-687.10.1, 5.14.0-687.12.1, 5.14.0-687.31.1

The updated kernel versions (including 5.14.0-687.42.1.el9_8.aarch64) are on the rhel-9.8-latest branch in tests_suites/jetson_hardware_specs.yaml.

Solution

Rename CI config files to target rhel-9.8-latest branch:

Tests will use updated kernel version list
All 123 tests will run instead of being skipped
No other configuration changes
