Granular permissions in the Instructor Dashboard MFE

Description

The MFE shows, hides or disables tabs and actions based on the permissions returned by the backend (#486). Each per-tab subtask can be worked on in parallel once [3.0], that tab's enforcement and that tab's design are ready.

Important

Pending designs: it's not decided yet whether actions without permission are hidden or disabled, or which messages are shown. We need to wait for the designs.

Common acceptance criteria

• A user without the tab's read permission doesn't see the tab and can't open it by URL.
• A user with read but not write permission sees the tab without the write actions, or with them disabled, according to the design.
• Tests (React Testing Library) cover every relevant permission combination.
