Summary

Docs-only leg of umbrella campaign opencharly/opencharly#286 for the
opencharly/pod-github-runner repo. This pod-family repo gets its tailored pair:

• README.md — user overview only. Rewritten from the generic candy-catalog
  boilerplate into a real user overview: what the repo provides (the github-runner candy — a GitHub Actions self-hosted runner that builds CI jobs rootless inside a disposable box),
  the services / ports / volumes it exposes, how to deploy and consume it, the
  layout, and the owning skill.
• AGENTS.md — new, thin, harness-neutral agent signpost. What the repo is

The repo carries no per-repo candy gate — its only workflow file is
tag-on-merge.yml. The merge gate is the org-wide charly/pr-validator
(required check validate / validate, defined in opencharly/.github). No
charly box validate run is pasted for a docs-only change: the R10
