fix(docs): drop the deleted per-repo deploy.yml gate reference (#293)

Summary

Fixes the R1 doc-vs-reality divergence opencharly/opencharly#293: the merged #286
AGENTS.md/README.md named .github/workflows/deploy.yml as the manifest gate. That
per-repo gate was retired org-wide by opencharly/.github#141. The merge gate is the
org-wide charly/pr-validator (required check validate / validate, defined in
opencharly/.github); this repo has no per-repo candy gate. No behavior change.
