The default fixture set now includes a comprehensive billing layer (accounts, charge items, invoices across all statuses, and payment reconciliations), added in ohcnetwork/care#3709. Update the seed-data step to reflect what load-fixtures actually loads, and link to the fixtures.md API reference in the care repo.
