fix: move the panel out of the way while inspecting components - #1150
when clicking the inspect-component button inside DevTools, we expected the DevTools panel to close automatically so we could select a component on the page
In v3 the floating panel turned transparent while picking. That was lost when the panel moved to the Vite DevTools dock.
Changes
The panel gets out of the way. When the inspector turns on while a panel view is showing (e.g. from the Components tab button), the panel closes. Once the inspector is closed it reopens on the same tab; after a pick, that is when the inspect popup is dismissed. If the inspector was started from a dock action, nothing is restored.
Fix devtools.close(). Setting panel.session.open = false alone only collapses the dock bar; the hub keeps the panel on screen while an entry is selected. It now closes the panel the way the hub's own close does (switchEntry(null) + open = false).
Docs: the features page mentions that the panel hides while picking.
Scope change
An earlier version of this PR also added a Nuxt-owned "Inspect Vue component" dock action and a Shift + Alt + C shortcut. Those are not Nuxt-specific, so they now belong upstream:
vite-plugin-vue-tracer already has a vue-tracer dock action (behind viteDevtools). A follow-up PR there moves it to the toggle API and lets the host handle picks.
Once those are released, Nuxt enables vue-tracer's entry and the Components tab button activates it, which makes the panel handling here redundant.
Verification
Playwright against playgrounds/empty (NUXT_DEVTOOLS_LOCAL=1), reading panel.session.open / docks.selected from the hub context and checking the client iframe's visibility:

Note for merging: #1151 drops the watch import from the same file, which this PR uses; whichever lands second needs it back.

Walkthrough
Vue tracer setup registers a component-inspection dock action outside SSR. The client adds the Alt+Shift+C shortcut and coordinates panel visibility with inspector visibility. Closing the panel now clears its selected dock entry. The feature documentation describes the available inspector launch controls and panel behaviour.
The remaining issues are bounded panel-state UX regressions and do not indicate data loss or an outage, but should be fixed in follow-up work.

State the dock-action exception.
The sentence says the panel comes back whenever the inspector closes. The dock action is intended to leave the panel closed. State that exception so the documented result matches the action. (raw.githubusercontent.com)

Cancel dock restoration when the inspect action closes the inspector.
When inspection starts from an open dock, the watcher saves that dock in restoreDockId. The panel can then be reopened with Shift + Alt + D, and the top-level inspect action can be selected. This action toggles inspection off and clears the selection, but it does not clear restoreDockId. The visibility watcher can therefore reopen the saved dock instead of leaving the panel closed.
Add explicit restoration cancellation to this action path. devtools.close() and ctx.docks.switchEntry(null) do not cancel the saved restoration.

Respect componentInspector in the shortcut.
When devtools.componentInspector is false, tracer setup skips the inspector, but this shortcut still toggles inspectorState. If a panel is open, the new visibility watcher can then close it without providing the disabled inspection feature. Gate the shortcut on the same option as tracer setup. (raw.githubusercontent.com)

Do not restore a dock after the user changes the panel.
If the user opens another dock while the inspector popup is visible, closing the popup unconditionally reopens the saved dock. Respect the current selection before restoring it. Also clear the saved restoration when devtools.close() represents an explicit request to keep the panel closed. (raw.githubusercontent.com)

- Hide the DevTools panel while the component inspector is picking and
bring it back on the same tab once the inspector is closed.
- Fix `devtools.close()`: setting `panel.session.open` alone only collapses
the dock bar, the panel stays on screen while an entry is selected.

Restore the panel from the inspector close lifecycle.
isVisible describes overlay visibility, not inspector lifetime. When the pointer leaves a traced element, the tracer emits a hover with no result and sets isVisible to false while isEnabled remains true. The current watcher restores the panel during the active pick.
Restore the panel from the inspect panel’s close event or another dedicated lifecycle signal. Do not restore it from isVisible. Do not use isEnabled = false alone, because a successful pick sets it to false before the popup closes.
