Refactor activity log facet queries by scope - #521

Add dedicated facet/list SQL paths for team, resource, tenant-wide, and resource-without-team scopes, and mark tenant queries explicitly as tenant-wide in `ActivityLogScope`. Also add integration coverage for facet `resourceTypes` across activity log consumers (tenant, reconcilers, service accounts, valkey) and add deployment facet expectations. Introduce migration 0074 to rebuild activity log indexes to match the new scoped query patterns.
