Lands the Liaison's PHILOSOPHY.md update (single commit ad175f4, based on the current main tip 172af61).
Per DEVOPS.md (npm releases, standing procedure), merging this PR on green CI doubles as the live end-to-end test of the trusted-publishing Release chain: CI on main completes, the Release workflow fires on that completion, computes the next version (expected 0.1.1 — latest published 0.1.0, baseline 0.1.0), publishes @modularcloud/xspec via the npm OIDC exchange alone (no NPM_TOKEN secret exists), with provenance, and pushes the v0.1.1 tag.
