Summary

Release the already-merged #3842 blank/truncated CMVN parser fix as standalone funasr-onnx 0.4.8. Upgrading the root funasr package alone does not update this separate distribution.

This PR changes only the standalone version, README, package workflow version/artifact name, and two existing version-contract tests. The accepted runtime parser code is already on main; no additional inference code, dependency range, model weight, root package version, or repository protection changes are included.

Validation

• Updated release assertions first: 3 expected failures and 5 passes against the old metadata, then all 8 release contracts passed after the release changes.
• The CMVN and release selection passes 36/36 cases for both standalone frontends, including blank/truncated/missing/compact input and shipped am.mvn filterbank/LFR/CMVN equality.
• Built wheel and sdist, passed strict Twine checks, and installed the wheel into an isolated target; the installed version/origin test passed.
• All 13 packaged runtime modules match the accepted fix(runtime): handle blank and incomplete CMVN files #3842 current-main source bytes. The original exact baseline had 26 failures / 2 passes; fix(runtime): handle blank and incomplete CMVN files #3842 passed all 50 selected parser/package cases plus 4 subtests. Exact fix(runtime): handle blank and incomplete CMVN files #3842 head and merged-main hosted CI logs/artifacts were downloaded and accepted.
• Exact release-head CI and hosted package artifacts must pass before normal merge. New main, tag, GitHub asset bytes, and PyPI payload bytes are separately gated after merge.

This is a CPU parser/package release. It makes no model, inference-engine, ASR-quality, new GPU, Windows/NPU, or full-suite claim. Nano work remains deferred. Publication has not occurred merely because this PR exists.
