Adds a managed entry to src/config/repoAccess.ts so the deploy creates experimental-ext-filesystems and grants the filesystems-wg team admin. This follows the Repository Creation guide.

The Filesystems WG charter scopes one Extensions Track SEP, Filesystem Operations for Resources. The repository takes the experimental-ext-* name from SEP-2133.

Team grants match the example in the guide: core-maintainers admin, moderators maintain, filesystems-wg admin. The filesystems-wg role and its members already exist in roles.ts and users.ts.

Testing

npm run validate and npm run test pass locally. prettier --check passes on the changed file. I did not run npm run build because it needs pulumi install for the generated @pulumi/googleworkspace SDK.

This PR comes from a fork, so it has no pulumi preview comment. The expected diff is a create of repository-experimental-ext-filesystems and repo-experimental-ext-filesystems.
