Remove inactive users from OWNERS

Remove inactive users from OWNERS approvers/reviewers.

Replaces #47, which was closed due to a fork-network collision (head resolved to the wrong sibling fork, redhat-chai-bot/migtools_oadp-vmdp, pulling in unrelated commits). This PR is a same-repo branch to avoid that issue.
