Summary

• Change only the FreeBSD VM version from 13.2 to 14.5; retain the existing Debug/Release matrix, dependencies, and test commands.
• FreeBSD 13.2 and the entire 13.x branch are EOL. Current CI fails during pkg ins -y cmake ninja because the FreeBSD 13 package repository metadata returns Not Found, before any snmalloc build or tests run.
• FreeBSD 14.5 is supported through June 30, 2027, and is supported by the already-pinned VM action.

Validation

• git diff --check passed.
• Verified programmatically that the only change against current main is the VM version; the existing Debug/Release matrix and other configuration are unchanged.
• Confirmed the pinned VM action documents 14.5 support and its builder release v2.2.8 contains freebsd-14.5.qcow2.zst.
• FreeBSD build/test validation will run in this PR's CI; no FreeBSD VM was run locally.
