Resolve conflicts in .github/workflows/cd-gh-pages.yml by keeping this branch's detect/deploy version-split architecture and pinning the two remaining unpinned actions/checkout@v4 references to a full commit SHA per repo convention. Also address the open review comment about cancel-in-progress: false risking dropped deployments during a burst of pushes: the detect job now diffs from the last successfully deployed commit (recorded as .deployed-sha on the gh-pages branch) instead of only github.event.before, so a run replaced in the concurrency queue never causes its changes to be skipped by the run that supersedes it.
