Summary

Syncs the released ScriptDOM 180.102.0 changes to the public repository.

• Adds configurable formatting for batch newlines, WITH and OPTION lists, query clause lists, built-in function casing, leading comma spacing, nested function calls, block terminators, and trailing GO separators.
• Adds Fabric DW support for GROUP BY ALL and ORDER BY ALL.
• Fixes INSERT VALUES alignment, CREATE DATABASE COLLATE option ordering, SPARSE-before-MASKED parsing (CREATE TABLE: SPARSE MASKED WITH (...) column order (per MS docs) fails to parse; reversed order parses fine #216), and function-call comment preservation.
• Adds release notes for 180.102.0.

• Microsoft.SqlServer.TransactSql.ScriptDom 180.102.0 is available on NuGet.org.
• Full test suite passes on .NET Framework 4.7.2: 1,135 passed.
• Full test suite passes on .NET 8: 1,135 passed.
• Product and test trees were compared against the released internal commit; only established repository-specific files and removed private-link comments differ.
• Commit messages and changed content were scanned for private links and internal markers.
