fix(agent): find listbox options that render outside aria-controls

Summary

• After typing in a combobox, settle looked for [role="option"] only inside aria-controls / aria-owns. An empty referenced listbox made the wait finish in a couple of frames while the real options rendered somewhere else on the page.
• When that referenced root has no visible option, the document is searched too.
