Add canonical RAK13800 Ethernet companion target names
This updates the MeshCore RAK4631 variant to expose the new canonical RAK13800 Ethernet companion board-support targets:
Compatibility aliases remain available for the old RAK_4631_* names.
Also includes matching README, build, flashing, and validation docs so the repo points at the canonical target names and the expected production/static-diag settings.
