Release note

Update documentation now that OpenMetrics is the default server metrics format, rather than the previous JSON format.

doc: Make OpenMetrics the default metrics format

Memgraph 3.13 changes the default value of --metrics-format from JSON to
OpenMetrics (memgraph/memgraph#4678). Update the flag table, the metrics
format section, the deprecated JSON section, and add a breaking-change
entry to the v3.13.0 release notes.
