Packaging-only companion to #24. This branch points to the exact tested source commit
65d3e21and exists solely to trigger the repository's gated Windows candidate-package workflow (which is limited tostabilization/*,architecture/*, orlegal/*). It has no additional code changes. Avoid merging both PRs; merge #24 after review, then close this packaging-only PR. No stable tag/release.
