Update the embedded oxc dependency from 0.152.0 to 0.153.0.
The gem version tracks the oxc version it packages, so this also bumps the gem from 0.152.0 to 0.153.0.
The gem was built and tested against the new version before this PR was opened. Merging this does not publish anything, cut a
