Skills managed directly in the catalog currently appear as “local”, which suggests unmanaged files on an agent machine. Label them “Gateway-owned” in the Skills catalog, owner filter, creation form, review list, assignment picker and MCP guidance. Document ownership separately from personal/channel/organization scope; preserve internal local values and all update/publishing behavior.

Validation:

• 31 focused skill admin UI/API, standalone publishing and picker regression checks passed.
• Disposable Chromium acceptance passed for the catalog labels and filter request, distinct repository ownership, picker source filtering/addition, and unchanged stored ownership.
• Static validation, secret scan, whitespace and DCO checks passed.
• Existing full picker browser suite: compact layout passed; conversation navigation timed out before reaching the picker. This full-flow acceptance remains unresolved.

Beta landing is pending because the shared integration checkout contains unrelated uncommitted instructions. This branch preserves those edits and leaves the integration checkout untouched.
