Intent and ownership

Scientific-communication surface for tri-repository Tool/CLI/Agent receipts. Separate from the non-color-cue algorithm correction (#154), without importing other repositories or integrating experimental observer telemetry.

Implementation

• tool_cli.py: native figure.preflight and communication.transfer on existing schema/P1/claim-audit and figure-evidence modules
• ui/tri_repo_console.html: offline local-first HTML viewer for all three repos' Tool/Agent receipts, responsive dark research-console design, keyboard upload, safe textContent rendering, no backend/network
• examples/line_chart.yaml: previously missing baseline recipe in examples/README.md, explicitly synthetic; examples/tool_request.json and examples/tool_plan.json
• tests/test_tool_cli.py, tests/test_tool_ui.py: contract, example preflight, bad-schema/invalid-profile, fail-closed plan, static HTML and optional Node syntax checks
• README.md, AGENTS.md, MANIFEST.yaml, Makefile, docs/contracts and current document router: aligned; dedicated TOOL_UI_STYLE.md

Evidence/approval boundary

Preflight does not generate figures. Offline console consumes user-selected JSON, does not execute tools or report current GitHub status. No publisher acceptance, WCAG certification, real model agent, MCP server, end-to-end render evidence or full test suite success is claimed. Exact PR HEAD and make test require checkout validation; NOT_EXECUTED / NOT_VERIFIED here.

Coordinate with #154 before merge; rebase and rerun visual + runtime checks. Historical Stage and annual files untouched. Draft/human review gate retained.

2026-10-19 closeout / reconciliation. This Draft PR overlaps with the independently produced stacked integration #155, which depends on algorithm #154. Do not merge both implementations as independent releases: their CLI entry points, contract files, README / MANIFEST surfaces, and tool invocation semantics overlap.

This PR's distinct material worth preserving: a file-importable three-repository offline UI (ui/tri_repo_console.html), UI-style contract/tests, missing fixture recipes and standalone plan/request examples. These are not automatically superseded or automatically validated merely because they exist.

Current recommended delivery spine: the stacked integration #155 provides repo-native adapters, approval-first plans, JSON/TTY/escaped static HTML and exact-head smoke + make test evidence. This duplicated PR has no associated exact-HEAD CI check result observed in this reconciliation; source files alone are not a test pass. For unique additions, compare implementation, port or re-propose them separately with targeted tests and provenance, then make an explicit maintainer decision to close/replace this Draft PR. Do not silently delete this PR/branch or discard history.

Status: RECONCILIATION_REQUIRED / HOLD; this is a review annotation, not authorization to merge, delete, or rewrite research history.

2026-10-19 final integration decision — SUPERSEDED, NOT MERGED

The official integration PR #155 has been merged into main. Its tested PR HEAD tree exactly matches the merged main Git tree, and prior algorithm changes are already in that tree.

Disposition of this alternate proposal: The offline tri-repository JSON file viewer, compatibility adjustments for the actual native tool-adapter receipts, UI style contract/test, example recipes and example tool requests/plans were selectively incorporated into the primary PR. Overlapping standalone tool_cli.py implementation and incompatible duplicate contracts were NOT merged.

Closing this Draft without merging is an explicit reconciliation decision, not deleting history or pretending all alternate functions shipped. This PR's commits, comments, files and branch remain available for subsequent independent review; any proposed reconsideration must start from the released main, compare current contracts, and obtain new tests. No historical Stage research files were rewritten.
