Summary

upgrade Loro from 1.13.1 to 1.13.7
bump loro-py from 1.13.1 to 1.13.2
retain the legacy get_or_create_container binding while suppressing the new upstream deprecation warning locally

Verification

cargo fmt --check
cargo check
maturin develop
pytest -q (32 tests passed)
