Description

Documents the new wall_clock_timezone dimension annotation: a naive timestamp dimension can declare the zone its stored wall clock is in, so it reads correctly next to columns stored in other zones on the same connection. The dimensions reference gets the full rules (IANA zone only, implies naive, not combinable with convert_timezone: false, inherited by interval children) and the project timezone guide gets a short section on when to reach for it.

Draft until the implementation stack has merged: lightdash/lightdash#29022, lightdash/lightdash#29023, lightdash/lightdash#29024.

Validation: mint broken-links reports only the two pre-existing broken links in workspace-admin/sso/scim.mdx; git diff --check passed.

Adds the reference section on the dimensions page and a short "when to
use it" section on the project timezone guide, cross-linked both ways.
