Summary

add bounded retry classification for DigitalOcean and Linode API discovery and deletion
verify provider-owned resources disappear before cleanup succeeds
preserve smoke-test exit and signal status while recovering from Terraform destroy through provider cleanup
add behavioral contracts for transient, permanent, delayed, and residual cleanup states
