Direct contributors to the pull request's CLA check instead of asking them to email a signed form. This follows the organization contribution guide, which handles external signatures through the check and exempts organization members.

The copied publishing handbook is synchronized through make sync-handbook with the canonical KickSide handbook. It documents minimum dependency versions and application build/asset validation. Runtime code and release metadata are unchanged.

Validation: make check check-handbook passes, including template initialization, release workflow/delivery checks, and exact handbook provenance. SQLite/PostgreSQL CI must pass on this updated head before merge.
