Document the kagent-tools example Agents and skills #680

Do not action before kagent-dev/kagent#3417 merges and ships in a kagent release. The 1.x pages are correct against the shipped release today.

kagent 0.x shipped ready-made example agents (k8s, istio, helm, cilium, and others) as Helm charts, and the 0.x docs pointed users at them. 1.x has no equivalent yet. Two upstream changes restore one:

• feat: ship kagent 1.x skills bundle in the tools OCI image tools#91 (merged 2026-10-29) ports the agents' domain guidance to seven Agent Skills in the kagent-tools image, under /opt/kagent-tools-skills. No kagent-tools release contains it yet; v0.3.0 and earlier have no skills.
• feat(helm): add example Agents with the kagent-tools skills kagent#3417 (open) adds exampleAgents.enabled, off by default. It installs one Go ADK Harness, kagent-tools-example, and three Agents: kagent-tools-cluster-ops, kagent-tools-networking, and kagent-tools-security. It waits on feat: publish the skills-only plugin root as its own image tools#98 and a kagent-tools release.

Docs work

• Document the exampleAgents Helm values on 1.x/examples/, or add a section to 1.x/examples/skills.md. Placement is the open question below.
• List the seven skills and which example Agent loads each one.
• Show how to attach one of the skills to a user's own Agent, from the kagent-tools image pinned by digest.
• State the limits the PR names: OCI skill sources only until fix(substrate): let the golden actor fetch git and S3 skill sources kagent#3435 merges, and a custom snapshotLocation when the Substrate chart's rustfs store is off.
• Regenerate 1.x/reference/helm.md; do not hand-edit it.

Check before starting

• The merged values in kagent#3417 match the PR body, and exampleAgents.skillsImage is optional in the released chart.
• The skill names in the released kagent-tools image match tools#91.
