This PR updates the central NuGet package versions for the repository’s xUnit test stack, moving both the VS test adapter and xUnit itself to 4.0.0 so test projects consuming Directory.Packages.props pick up the new major versions.

Looks like these dependencies are updatable in another way, so this is no longer needed. |
