This PR adds an option to the function
isce3.geogrid.get_radar_grid()to compute the L2 metadata cubes (RadarGrid) only within the extents of the radar grid (RadarGridParameters). This option is used to ensure that the static layers computed byisce3.geogrid.get_radar_grid()have the same extents as the radar grid.
