Closing as superseded by the 2026-09-03 dependency-security decision (TODO.publish/06, option C): root floors raised separately in #78; the legacy python/*/requirements.txt pins are being un-frozen as version RANGES with re-validation by #48 (Modernize), which covers this file's future without the golden-output breakage this exact-pin jump causes (the Ruby diacritize goldens mismatch at torch 2.13 — see this PR's failing build matrix).
