Why?

The 2.17 reference didn't include DELETE /admins/remove, and the Preview conversation operations didn't say which ticket scopes they need.

How?

Adds the endpoint to 2.17 and corrects its descriptions, adds the read_tickets and write_tickets requirements to the Preview conversation and ticket operations, and trims the 2.17 merge description.

Add the DELETE /admins/remove endpoint to the 2.17 spec and correct its descriptions. Document the read_tickets and write_tickets scope requirements on the Preview conversation and ticket operations, and trim the 2.17 mergeConversation description.

Re-checked at the current head. The not_found 404 for reassign_conversations_admin_id and the de-duplicated changelog line both address my earlier comment. Both PRs carry identical spec hunks, all four specs parse with no duplicate operation IDs, and nothing relevant on intercom master has changed since my review. No blockers.
