A staged go-public flow and a design verb, both enhancement requests filed back by managed repositories. The go-public one is filed at minor, not the sender's major, because it reports no defect and a major would hold every release cut until the feature ships. A managed repository reported that the copied "main review" ruleset let the owner's own pull request merge with no approval, and asked whether it holds anyone. GitHub requires a code owner's approval on owned content whatever the approval count, so it binds every writer but an admin, and the owner's pull requests pass by the admin bypass.
