chore: resolve the ubuntu check-leg record and capture seven run findings - #1019

The merge-queue run of the CI speed lane (#1014) confirmed its saving: the ubuntu check job took 15m38s against its 30-minute limit, its race step 10m39s, and the macOS check job 30m09s against 45. The record's remedy is corrected first: it named a take-back test and a retry delay, where the change made the run lock's wait (lockTimeout) shortenable for the series back-off test, as the review pair noted.
