chore: write remedies for the issues a drain could not take - #204

A drain dry run found nine open issues with no remedy and one already decided to wait for the decision-model spec. Five records stated their own fix and were written as remedies. The maintainer chose the other four in an interview. The decision-model issue now opens "Waits on", so a drain hands it back by rule instead of opening a lane. Assisted-by: Claude
