Establish canonical Proven CI/CD identity and scanner canary - #1
Establish Proven CI/CD as the canonical identity while retaining imported history, immutable legacy compatibility and honest promotion boundaries.
Current head: d625f3f9ecf13cf527d6e0214766df999476fb99.
The new finite GitHub evidence bridge now imports the actual total Idris2 kernel. It validates raw policy/API JSON before materialization, rejects repeated keys, binds a bounded complete run/job/step inventory to immutable workflow blobs, stages compiler inputs from the verified Git blob bytes, and rechecks expiry after actual kernel execution. It accepts no caller-supplied verdict binary or pre-admitted receipt. See docs/assurance/GITHUB-EXECUTION-BRIDGE.adoc for the exact trust boundary.
Update the homepage and canonical self-scanner coordinate.
Correct Dependabot to weekly github-actions updates at the repository root, without automatic merge.
Retain the same immutable scanner source a12b2b4, all three scanner contexts, read-only permission and full-history Gitleaks scope.
Record imported source identities, receipts and outstanding service-setting/consumer requirements in docs/assurance/2026-11-04/CANONICAL-IMPORT.adoc.
Actual receipts
Both canonical-coordinate canaries completed successfully:
These qualify those immutable consumer heads. They do not qualify every later edit or establish an estate-wide migration. The prior a96 had 17 successful checks and one neutral review check. The new d625 bridge requires its own hosted compiler, negative-control and real-consumer qualification; none of those are claimed complete yet.
The import retained original Git history and passed the recorded full strict fsck. Hosted recovery also successfully generated Panic Attack's official native-lock candidate in run41924139410, using concurrent canonical main5fb78ed. That result is separate from this PR's source.
Open promotion boundaries
The canonical Branch-Floor rules/bypass roster and tag protection still need parity with the legacy authority. Git history does not copy service settings, and no protection bypass is requested.
The total Idris2 kernel remains byte-for-byte unchanged. The interrupted operational adapter was never published or qualified; mixed-shape duplicate JSON demonstrated a false pass in that abandoned candidate. This PR instead adds a new finite bridge with 15 authored raw/wire controls, 59 collector cases and one compiler-absence control. Those are source counts, not passing test counts.
The existing Assurance kernel workflow compiles and exercises the new bridge. Its manual-dispatch path additionally retains two separate real-consumer receipts: suite a96/run41924671510 must be PASSED for its finite policy; Echidna3f/run41927253291 must be FAILED/kernel BLOCKED because real-Chapel job126916004595 failed despite overall workflow success. UNKNOWN cannot satisfy the latter canary. Policy expiry is 2026-11-05T22:55:11Z and freshness can refuse sooner. Neither subject nor expiry may silently refresh.
Both actual immutable receipts, ordinary CI/reviews and the governance requirement remain prerequisites before any enforcing adoption. Main's separate Creusot changes at5fb78ed must be preserved when integrating. The bridge grants no merge, deployment or training authority.
Legacy cicd-suite, existing callers and historical evidence remain available. This PR does not archive the legacy repository, claim all downstream adoption or infer security-alert closure from a canary pass.
…iguration
Preserve imported history, record exact source identity and staged rollout boundaries, and move only the self scanner coordinate at its already published full SHA. Replace the invalid empty Dependabot ecosystem with weekly GitHub Actions proposals. The operational Idris2 adapter remains unpublished after a newly reproduced duplicate-field defect; no estate-wide qualification or cutover is claimed.

Summary
Summary by CodeRabbit
Configuration
Dependabot checks GitHub Actions weekly. Updates remain reviewable and are not automatically merged.
Workflow
The secret-scanning workflow now uses the canonical Proven CI/CD repository.
Added an experimental, read-only assurance workflow for checking selected GitHub run evidence. Manual canary results can be retained as artifacts.
Documentation
Updated project and migration status, including preserved repository history and branch heads.
Recorded scanner qualification checks and clarified that broader rollout and consumer migration remain in progress.
Documented that the Idris2 adapter remains unqualified and requires further verification. No estate-wide cutover or release qualification is claimed.
The changes update canonical repository references and migration records. They also add an experimental read-only GitHub execution bridge that validates bounded workflow evidence, submits observations to the Assurance kernel and records verdict receipts.
Changes: Canonical Repository and GitHub Assurance
Layer / File(s)
Summary
Bridge input and verdict contract assurance-github.ipkg, src/Assurance/GitHub.idr, src/Assurance/GitHubMain.idr
The Idris modules add strict JSON validation, observation conversion and a command-line interface. The package manifest declares the executable and modules.
Policy validation and evidence qualification scripts/assurance-github.jq, scripts/assurance-github.sh
The jq module validates policy and GitHub evidence, including repository, workflow, run, job, step and timing bindings. The shell collector gathers bounded API responses, qualifies observations, submits them to the kernel and writes receipts.
Bridge controls and canary execution .github/workflows/assurance-kernel.yml, config/assurance-canaries/*, config/workflow-lock-scope.json, tests/assurance-github.sh, tests/assurance-real-canaries.sh
The workflow runs bridge checks and supports manual canary collection with retained artifacts. Tests exercise parser, policy, evidence and verdict cases. Canary records describe two experimental subjects.
Canonical repository and rollout status .github/dependabot.yml, .github/workflows/secret-scanner.yml, README.adoc, docs/assurance/2026-11-04/CANONICAL-IMPORT.adoc
Dependabot uses weekly GitHub Actions updates, and the scanner workflow references the canonical repository at the same pinned commit. The README and checkpoint record import, scanner and adapter status and remaining migration conditions.
Bridge policy and qualification record docs/assurance/GITHUB-EXECUTION-BRIDGE.adoc
The documentation describes bridge constraints, evidence checks, receipt outcomes, test controls and two real subjects. It states that bridge execution and promotion remain pending.

Link the actual paired and canonical hosted runs, correct the current integrated scanner source status, and state plainly that tag protection has not been established. Record hosted control counts and exact-source scanner receipts without changing detector code or treating earlier heads as current qualification.
Independent source review corrected two stale documentation claims. Commit d7551ba links the actual paired/canonical scanner receipts and identifies the old startup/parity document as historical. It also states that target tag protection is absent, rather than implying it was imported. At the preceding exact head 5f2fd18, all 16 checks and all 6 runs passed; actual hosted controls independently confirmed 14/21/15/17 groups, and the scanner ran full mode with 142 history commits and successful tree/history/supplement verdicts. Echidna's matching canonical scan run 41909747996 passed all three contexts. This documentation-only follow-up still receives its own head checks. No rule or bypass was changed.
The two receipt-provenance threads are fixed and resolved at d7551ba, with actual canonical and Echidna run links. Please review the updated exact head. The prior CHANGES_REQUESTED review remains intact; resolved threads are not being treated as approval. No protection bypass or estate promotion is requested.

Please re-review current head 37db27a. The findings from the earlier requested-changes review have been addressed and their threads resolved; the current head's substantive checks pass. Retain the total verdict kernel unchanged. Validate raw JSON with a
list-preserving Idris parser before jq, then admit only an explicitly
reviewed single-workflow direct-head execution policy. Bind repository,
subject, workflow source, latest attempt, complete jobs and ordered steps;
retain missing, failed, pending and unsupported evidence as non-passing.
Add source-built native/collector controls and a manual hosted route for
the exact public suite-a96 passing subject and Echidna3f defective Chapel
subject. Preserve the consumer's FAILED receipt when its negative control
is satisfied. These sources and controls are new, authored and unexecuted;
no recovered adapter or prior qualification is claimed. No enforcement,
merge authority, native lock edit or target writeback is introduced.
Stage compiler and jq inputs from the verified Git blobs. Reject same-attempt
inventory changes and requalify expiry after the kernel runs. Add explicit
collector controls while preserving the total kernel and finite policy.
Source candidate only; hosted compiler and live canary qualification pending.
Invoke bash -n once per file so every authored collector and canary harness
is parsed before the existing compiler bootstrap. No gate or action changes.

The concern about a private ignored symbol does not hold at the cited pinned commit. ignored is defined and exported in Language.JSON.Tokens, and the consumer imports that module. lexJSON and parseJSON are also exported. The export status of the token constructors and WithBounds is not fully shown in the fetched excerpts, but the stated failure rests on ignored, and that premise is contradicted.

No timestamp-format change is required.
The subject runs use the format accepted by epoch. The skipped Echidna steps also pass the required timestamp checks. The reported invalid_jobs path is not present in these responses.
The hard-coded policy digests match the committed files at this revision. The suite-a96.json digest is 8b7690f3…, and the echidna-3f-chapel.json digest is cfe90f04…. Both match the values in tests/assurance-real-canaries.sh. A policy_digest_mismatch failure does not occur for these two files as committed. The concern that a later byte change would break the canaries describes a future edit, not a defect in this revision.
Import the JSON type used by the bridge entrypoint after the actual pinned-compiler refusal. Preserve the unchanged total verdict kernel and record the failed hosted attempt.
Recognize the two exact suite names during the history-preserving import while retaining pinned source-tree, transitive lock coverage and nonempty population checks. Add twenty authored fixture controls and wire them into the existing shell-contract job. Consumer pins and native lock bytes remain unchanged.
Unreferenced source candidate only: compilation, control execution and the two live consumer receipts require hosted qualification.
