Completes panll's PMPL→MPL-2.0 transition (you'd already migrated the SPDX headers — 0 PMPL SPDX headers remained) and adds the quantum-safe supplement you asked for.

What changed (61 files)

1. Residual licence declarations flipped (59 files) — body-text License: PMPL-1.0-or-laterLicense: MPL-2.0 in .well-known/humans.txt, REUSE dep5, CITATION.cff, manifests (*.toml, flake.nix, guix.scm), agent-rules (.cursorrules/.clinerules/.windsurfrules, copilot-instructions, AGENTS.md, GEMINI.md), GOVERNANCE.md/MAINTAINERS.md, llm-warmup-*, and the other clades (reposystem, tsdm). Only the full-form identifier on declaration lines was changed.

2. Quantum-Safe supplementEXHIBIT-B-QUANTUM-SAFE.txt (Quantum-Safe Provenance spec, MPL-2.0) added at the repo root, plus two README badges: Docs CC-BY-SA-4.0 and Quantum-Safe Provenance.

3. Consistency fixes — the README License badge alt-text (was stale PMPL-1.0-or-later; the badge image already said MPL-2.0) and the CLAUDE.md ## License section (now states code = MPL-2.0 / docs = CC-BY-SA-4.0).

⚠️ panll has a Palimpsest Plaza panel (src/**/Plaza*, src-gossamer/src/plaza/, panel-clades/clades/plaza/) — a PMPL-adoption / compliance / governance hub. Its "Adopt PMPL", "Why PMPL over MPL-2.0?", compatibility-matrix and stats strings are feature content about PMPL as a subject, not this repo's licence. I excluded all Plaza paths/content + source code (.res/.rs/.js) from the flip and verified none were touched. I also added a note to CLAUDE.md so future agents don't sweep them.

Two source files I left for your eyeball (PMPL there may be feature data, not a self-declaration): src/core/AttributionLicenseEngine.res and tests/reflexive/manifest_test.mjs. Say the word and I'll handle them.

Already in place (no change needed)

  • GitHub detects MPL-2.0 from the root LICENSE.
  • LICENSES/ holds MPL-2.0.txt + CC-BY-SA-4.0.txt.

GitHub already detects MPL-2.0 (root LICENSE); LICENSES/ holds MPL-2.0.txt
+ CC-BY-SA-4.0.txt.
